Fire Safety Tips

More than 3,500 Americans die each year in fires and approximately 18,300 are injured.

An overwhelming number of fires occur in the home. There are time - tested ways to prevent and survive a fire. It's not a question of luck. It's a matter of planning ahead.

Every Home Should Have at Least One Working Smoke Alarm

Buy a smoke alarm at any hardware or discount store. It's inexpensive protection for you and your family. Install a smoke alarm on every level of your home. A working smoke alarm can double your chances of survival. Test it monthly, keep it free of dust and replace the battery at least once a year. Smoke alarms themselves should be replaced after ten years of service, or as recommended by the manufacturer.

Prevent Electrical Fires

Never overload circuits or extension cords. Do not place cords and wires under rugs, over nails or in high traffic areas. Immediately shut off and unplug appliances that sputter, spark or emit an unusual smell. Have them professionally repaired or replaced.

Use Appliances Wisely

When using appliances follow the manufacturer's safety precautions. Overheating, unusual smells, shorts and sparks are all warning signs that appliances need to be shut off, then replaced or repaired. Unplug appliances when not in use. Use safety caps to cover all unused outlets, especially if there are small children in the home.

Alternate Heaters

  • Portable heaters need their space. Keep anything combustible at least three feet away.
  • Keep fire in the fireplace. Use fire screens and have your chimney cleaned annually. The creosote buildup can ignite a chimney fire that could easily spread.
  • Kerosene heaters should be used only where approved by authorities. Never use gasoline or camp-stove fuel. Refuel outside and only after the heater has cooled.

Affordable Home Fire Safety Sprinklers

When home fire sprinklers are used with working smoke alarms, your chances of surviving a fire are greatly increased. Sprinklers are affordable - they can increase property value and lower insurance rates.

Plan Your Escape

Practice an escape plan from every room in the house. Caution everyone to stay low to the floor when escaping from fire and never to open doors that are hot. Select a location where everyone can meet after escaping the house. Get out then call for help.

Candle Safety

Do not burn candles in the home. Keep flashlights handy so when the power goes out you will be able to see and not have to use a candle. Flashlights are safer that having an open flame burning in your home. If you are going to use a candle be sure to place it in a safe place and to extinguish it before leaving or going to bed.

If accidental in nature, the findings are used to target areas or populations that may need increased fire safety education.

Classification Rating 4/4Y - What Does It Mean?

The Millersville Fire Department successfully upgraded a Public Protection Classification Rating of 4/4Y following an inspection in the spring of 2013. Insurance providers are being notified by the Insurance Services Organization (ISO) and the rating is in effective now. The ISO rates departments on a 1-10 scale (1 = Best Pubic Protection, 10 = No Fire Recognized Protection).

Department Information:

  1. The City of Millersville’s current ISO rating is a split 4/4Y designation. The following definitions may help you determine what classification your property may receive. Your insurance underwriter will make the final determination of what rating they will apply to your home/business and what premiums they charge policyholders.
  • Class 4 - Your home is no more than five road miles from a fire station and there are City-supplied fire hydrants within 1,000 feet of your home.
  • Class 4Y – Your home is within five road miles of a fire station and there are no hydrants but water supply can be provided from an alternate source.

      3. The Millersville Fire Department has a standard response to all structure fires which consists of the following:

  • Two fire pumpers each carrying 1,000 gallons of water and 1,250 G.P.M pumps
  • One fire pumper carrying 750 gallons of water and a 1,750 G.P.M pump with foam capabilities. 
  • One 1,800 gallon fire tanker with 500 G.P.M pump, and two portable dump tanks.
  • One rescue with foam capabilities. 

      4. Should additional firefighting equipment or additional water source/supply be necessary, the Fire Department will call for mutual aid from the surrounding departments.

The Millersville Community Center Reception Hall offers over 3,600 square feet of versatile space, including a 36’ x 16’ stage, making it an ideal venue for wedding receptions, concerts, pageants, seminars, reunions, and other large gatherings.

The hall accommodates up to 200 guests seated at six-foot round tables.

The space provides direct access to the catering kitchen, main lobby, a covered side porch with patio seating, and the nearby playground, creating a convenient and comfortable environment for events of all kinds.

If you would like some assistance with that rocking stitch or to perfect your piecing, this group is all about you! Please join Nina Garrett and Amy Moore as they hold a weekly quilting workshop. The free group meets each Wednesday from 10 AM until 4 PM at the Millersville Community Center. There is no cost to attend. Bring your own project, supplies, and machine (if you use one) to learn how to quilt, practice your technique, and exchange ideas with other quilting enthusiasts.

Land Use Guidelines for Commercial Construction Permit Applications

Major and Minor Site plan Submittal Requirements

The purpose of this section is to ensure that all major and minor site plan applications include sufficient information and analysis for proper review and consideration regarding all comprehensive plan policies, land development regulations, and Code of Ordinances requirements. Omissions of individual elements must be approved by the community development director or his/her designee.

General Submittal Requirements

  • A survey signed and sealed by a professional land surveyor showing the locations of any existing structures, easements, rights-of-way, utilities and drainage structures, boundaries and significant topographic features.
  • Nine plan sets containing all the information required in this section. If a pre-application conference was held for the project, the applicant shall submit a written response to each item in the project's pre-application conference discrepancy letter or a written description of all revisions made to the project plans since the pre-application conference review.
  • A completed and signed city development packet.
  • A completed and signed land clearing and tree removal permit application, or a completed acknowledgement stating that no tree removal and/or land clearing is to take place on-site. The applicant must include existing tree survey, and proposed replacement.
  • When applicable, a copy of the completed stormwater management permit application.
  • A landscape plan, including protected tree requirements.
  • A copy of the deed for the subject property.
  • Written authorization from the property owner(s) if the applicant/agent is other than the property owner(s).
  • Traffic impact analysis or statement unless determined by the city manager or his/her designee that the proposed development will not have a traffic impact which justifies such an analysis.
  • All required graphic information shall be displayed on either 17-inch by 11-inch or 24-inch by 36-inch sheets, at a scale of no less than one inch equals 50 feet whenever possible or practical, and shall include a north arrow, graphic scale, legends, all phase boundaries and phase designations for multi-phase projects, and the date the plans were prepared.

Project Identification

  • Name of the project.
  • Statement of intended uses to occur on the site.
  • Name, address, and telephone number of all equitable owners.
  • Name, address and telephone number of the applicant and/or firm which he or she represents.
  • Name, address, signature, and registration number of the professionals preparing the plan.
  • Legal description, including the section, township and range, and the property appraiser's tax parcel number(s) of the subject property.
  • Date plan was drawn and date of any subsequent revision(s).
  • Approximate timetable (month and year) for completion of the project, and any proposed phases of a phased development project. All phases of multi-phase projects must be able to meet all of the site plan requirements within the subject phase.
  • Existing zoning and comprehensive plan land use map designation(s) of the site and adjacent sites.
  • If a traffic analysis is required, estimated number of vehicle trips generated by the project and proposed distribution using the latest edition of the Institute of Transportation Engineers Trip Generation Rates and standard traffic engineering practices.
  • Gross acreage of the site, to the nearest one-tenth of an acre, and the square footage of sites.
  • Floor area of each structure; if the structure(s) includes areas for different commercial or industrial uses, the floor area for each use-area shall be provided and clearly shown on the site plan.
  • Total square feet and percent of site covered by enclosed structures (ground floor building coverage). Note the total provided and the maximum permitted building coverage.
  • A location map showing the general location of the site shall be provided. The scale shall be adequate to cover a region of the city.
  • A vicinity map insert, separate from the location map, shall be made part of the site plan showing the specific location of the site using the names and location of nearby streets and prominent natural or manmade landmarks. The scale shall be sufficient to indicate the zoning and current land use of the property contiguous to the site, including properties separated from the site by a public or private street.
  • Match lines shall be shown on all pages if multiple sheets are used and provide a location key sketch for each plan page, showing the portion of the overall project that each plan page covers, if more than two plan sheets are required.

Site Conditions

  • Limits of 100-year floodplain as shown on the most recent Federal Emergency Management Agency (FEMA) maps or a statement of the 100-year flood elevation and the flood zone in which the project is located.
  • Location and explanation of any existing easements.
  • Location and dimensions of any existing structures on the site, and any parking or loading areas.
  • Location and width of existing on-site roadways and rights-of-way.
  • Location and dimensions of existing driveways and access points on the property and within 100 feet of the site.
  • Specific boundaries and acreage of wetlands and other environmentally sensitive areas, if any.
  • Location of existing utility lines (water, sewer, power, telephone, gas, fire hydrants etc., as applicable) and existing private utility systems including (wells and septic tanks) shall be shown extending a minimum of 100 feet from the site's property.
  • Statement noting distance from project site to existing water and wastewater lines which will serve the development.
  • Location and size of all natural and manmade water bodies.

Proposed Buildings and Structures

  • The number of proposed buildings and the intended use of all principal and accessory structures including the square footage for all principal and accessory structures.
  • Location, size, type, and orientation of all signs, including but not limited to traffic and directional signs, warning or guide signs, speed limit signs, parking signs, or hazard signs.
  • Number of stories and height of principal and accessory structures.
  • Distance between structures, and the distance between structures and property boundaries.
  • Location of exterior mechanical equipment and/or utilities, and method of screening or buffering, if applicable.
  • Location, height and type of construction material of fences.
  • Location, height and materials utilized for screening.
  • Intended means of outdoor lighting, including location, method of shielding the light source from adjacent properties and roadways, and intensity of outdoor illumination and lighting.
  • Intended means of buffering or otherwise attenuating potential noise nuisances generated by the proposed use(s).
  • Facade and elevation plans as follows:
  • Finished ground floor elevations for each building site and the first floor level.
  • Exterior elevations with material designations.
  • Outline specifications of facade and roof treatments.

 Streets, Sidewalks, Driveway, Parking Areas and Loading/Unloading Areas

  • Location and dimensions of all existing and proposed driveways and medians, driveway and median cuts, and the distance separating them from intersections and other existing or proposed access points within 300 feet of the project site.
  • Designation of all parking spaces, including the number and dimensions of spaces and whether or not such spaces are designated for handicapped car parking.

    a. Calculations for the required number of parking spaces

    b. Number, size and designation of loading spaces.

  • Surface materials of roadways and driveways.
  • Fire lane details and locations which shall be compliant with Tennessee Fire Code.
  • Overall internal traffic circulation plan, including directional arrows and signs to direct traffic flow.
  • Location of existing and proposed on-site traffic-control signs and signalization devices.
  • Location of all existing and abutting and/or transitional deceleration lanes, turning lanes, sidewalks, bike paths, drainage facilities (underground and surface).
  • Location of all existing and proposed sidewalks, bikeways, streets, alleys, and rights-of-way abutting the site.
  • A handicap access plan meeting all ADA standards

General Open Space, Landscape, and Vegetation Protection

  • Delineation of permanent green open space areas.
  • Delineation of areas specifically designated as common open space for residential projects.
  • Proposed landscaping areas or other screening or buffer improvements and areas, including location, height and type of perimeter or ornamental walls, fences, landscaping, including berms and other required screening devices.
  • Irrigation method utilized and source of water.
  • Location of protected trees.
  • Transition grades to all abutting properties.
  • All areas proposed for conservation and preservation.

Water, Sewer, Solid Waste, and other Utility Facilities

  • All existing utilities and water and sewer lines within the boundaries of, or adjacent to the site.
  • All water and sewer lines within the connection distance required by the Tennessee Code Annotated, or the City Code of Ordinances, must be noted on plans or a proposed connection to public water and sewer must be shown.
  • All existing and proposed fire protection water lines within the boundaries of, or adjacent to, the site must be shown. This shall include backflow prevention devices, fire department connections, and fire hydrants.
  • All existing on-site sewage disposal facilities, septic systems, and wells on the subject property must be shown.
  • All existing private sewage disposal facilities, septic systems and wells within a radius as required by Tennessee Code Annotated must be shown.
  • General locations of all proposed water and sewer lines, and all proposed utility easements.
  • Location of all proposed water wells, private wastewater treatment facilities, fire hydrants or other similar facilities or services.
  • Solid waste storage locations and the method of storage and screening must be provided and identified. Where dumpsters are utilized, the location and paving material of the pad shall also be shown. All dumpsters shall be totally enclosed on all sides.
  • All proposed and existing utility rights-of-way and easements.
  • When the project proposes to utilize a public or private water franchise and/or sewage system, all application and submittal items and information required by the city utilities department must be satisfied.

Drainage Plan and Dredge and Fill Activities

  • Drainage. The specifications for the collection and treatment of stormwater, including a description of the preservation of any natural features, such as lakes, streams or other natural resources, and the size, configuration, and location of proposed stormwater management facilities and tracts. .
  • Dredge and fill. If any dredging or filling operation is intended in development of the area, an application shall be submitted to the City for any applicable or required dredge and fill permits. No such work will be done prior to the issuance of such permit and plans shall include the following:

  a. Proposed finished elevations of each building site and the first floor level. A proposed grading plan shall be submitted.

  b. Proposed system for the orderly disposal of surface water runoff with the system capabilities of having a minimum ability to                                 accommodate the runoff from the first inch of rain; all swales and retention areas will be located with grades and elevations provided.

  • Provision for the adequate control of erosion and sediment, indicating the location and description of the methods to be utilized during and after all phases of any clearing, grading, and construction that will occur. If the limit of the development is 50 feet or more from the project property line, this requirement is waived.

Additional Requirements

The community development director, technical review committee, planning, zoning, and appeals board, or city commission may require that additional information be provided in order to facilitate the review of site plans. Additional requirements may include, but are not limited to the following:

(1)  Legal assurances. The applicant will be required, when applicable, to furnish legal assurances confirming the availability of required supportive facilities and systems for water supply, central wastewater disposal, drainage, recreation and other related services before site plan approval.

(2)  Additional information. Any additional information, as may be required, which is commensurate with the purpose and intent of the land     development regulations.

(3)  A full set of construction plans shall accompany each Site Plan.

- Minimal site plan submittal requirements.

Minimal site plans must contain a current (less than five years old) survey or mark-ups of the property showing location and dimension of all existing and proposed improvements. The survey must also include the location and dimension of any wetlands. The proposed development should be indicated on the plans in enough detail to facilitate a review according to all applicable codes and ordinances.

Home & Lawn Maintenance

The City of Millersville has passed an ordinance which prohibits the unrestricted growth of grass, weeds, etc. to over the height of eight (8) inches.

How the Program Works

Millersville’s solid waste program was started to provide weekly collection of normal household trash. With limitations, the system provides for the removal of the occasional bulk item and, when time permits, the drivers conduct roadside litter cleanup. The program is based upon an automated system of trash collection that utilizes hydraulic lifting arms and a minimum number of personnel. This automated system is designed to reduce injury to the workers and provide efficient disposal to keep fees low. The equipment used in the program includes the following:

Automated Side Loading Collection Truck:

This is state-of-the-art equipment. Ideally, the driver never leaves the truck, The operator maneuvers a mechanical arm that picks up the container and empties it into the truck.

For this truck to work efficiently, it is vital that the container be placed away from overhead wires and at least 5 feet from other objects, including other containers, a mailbox, parked cars and anything that would interfere with the mechanical arm grasping the container. For the same reason, if there is an occasional overflow of trash, please do not place the extra bag against the container. It is also important not to place trash on top of the container lid. This can result in the extra trash being spilled and littering the area.

Trash placed outside of the container often requires the expense of a second vehicle making the pick up. Extra trash on a regular basis may require a second container at an additional charge.

Satellite Collection Truck:

This small truck is used in areas that present maneuvering problems for the larger automated truck, such as short roads, backyard pick up and mobile home parks. Although the operator must exit the truck to empty the can, it is normally a one-person operation. The operator places the container next to the truck and a hydraulic “flipper” empties the can. Since the operator is outside the vehicle, extra trash can be collected easier than with the automated truck. However, hand lifting the extra bags increases the chance of injury to the operator, increases the chance that a bag will break open and the added trash increases the disposal costs.

Rear Loading Collection Truck:

This truck is the typical collection vehicle we are all familiar with, often seen with an operator standing on the back of the truck. The containers are placed at the rear of the truck and hydraulic flippers empty the cans. This truck requires more than one operator and is therefore more expensive to operate than the other vehicles. Millersville uses this type of truck to transport trash to the landfill and as a backup to the other trucks.

Knuckle Boom Truck:

This is a large vehicle with a grappling hook and arm that can pick up appliances and other large objects. It is used for bulk item collection and the collection of tree limbs.

  • Make a police report with the Police Jurisdiction where you live. Provide as much documentation as possible, to include who you talked to at Xyz Company and their phone number, copies of statements, etc.
  • Contact all your creditors, by phone and in writing (include a Universal Fraud Affidavit), and inform them of the problem. Suspects often apply for Instant Credit at businesses using your name and personal information. If you already have an account with the company the suspect will say “I forgot about that. How much credit do I have? I’ll take the Big Screen TV, Washer/Dryer, and a new Computer”.
  • Contact the Federal Trade Commission to report the identity theft. Call the FTC Identity Theft Hotline (877) IDTHEFT (877-438- 4338) Or use the online identity theft complaint form. Or write: FTC Identity Theft Clearinghouse, 600 Pennsylvania Ave. N.W. Washington DC 20580 The FTC’s uniform fraud affidavit form.
  • Obtain your credit report from each of the three major credit bureaus. Attempt to get one from a local bureau in the area the fraud occurred. Report the identity theft to their fraud units. Have a “Fraud Alert/Victim Impact” statement placed in your credit file asking that creditors call you before opening any new accounts.

  • Obtain your Social Security Administration (SSA) report and check for benefits paid out, or income earned in your name. Report the situation to the SSA Fraud Hotline if your SSN was misused.
  • Check with the Post Office for a possible change of address for you. Suspects have been known to file for a Change of Address to have all mail concerning the fraud come to their address, or a fictitious address, so you don’t see it. This gives them more time to commit the fraud.
  • Contact the Driver’s License Authority (Department of Motor Vehicle Safety); (888) 308-9720 or access the Website: and the state where the loss/theft occurred to see if a license, or any traffic citations were issued in your name. If so, request a new license number and fill out the DMV’s complaint form to begin the fraud investigation process.
  • Keep a log of all contacts and make copies of all documents. Ask for a fraud investigator at most companies, as a point of contact.
  • Contact a privacy or consumer advocacy group for assistance and resources.

Child/Infant Restraint Seat Safety Check

  • Children under one (1) year of age, or any child, weighing twenty (20) pounds or less, must be secured in a child passenger restraint system in a rear facing position, meeting federal motor vehicle safety standards, in a rear seat, if available, or according to the child safety restraint system or vehicle manufacturer's instructions. (Note: If the child safety seat has a higher rear-facing weight rating, usually 30 or 35 pounds, it may be continued to be used in a rear-facing position so long as the child's weight permits. Check the manufacturers instructions accompanying the child safety seat for more information.)
  • Children age one (1) through age three (3), and weighing more than twenty (20) pounds, must be secured in a child safety seat in a forward facing position in the rear seat, if available, or according to the child safety restraint system or vehicle manufacturer's instructions.
  • Children age four (4) through age eight (8), and measuring less than four feet nine inches (4'9") in height, must be secured in a belt-positioning booster seat system, meeting federal motor vehicle safety standards in the rear seat, if available, or according to the child safety restraint system or vehicle manufacturer's instructions. (Note: If the child is not between age four (4) and age eight (8), but is less than four feet nine inches (4'9") in height, he/she must still use a seat belt system meeting federal motor vehicle safety standards.)
  • Children age nine (9) through age twelve (12), or any child through twelve (12) years of age, measuring four feet nine inches (4'9") or more in height, must be secured in a seat belt system. It is recommended that any such child be placed in the rear seat, if available. (Note: If the child is not between age nine (9) and age twelve (12), but is four feet nine inches (4'9") or more in height, he/she must still use a seat belt system meeting federal motor vehicle safety standards.)
  • Children age thirteen (13) through age fifteen (15) must be secured by using a passenger restraint system, including safety belts, meeting federal motor vehicle safety standards.
  • Provision is made for the transportation of children in medically prescribed modified child restraints. A copy of Doctor's prescription is to be carried in the vehicle utilizing the modified child restraint at all times.
  • The driver of the car is responsible for making sure that children under age sixteen (16) are properly restrained and may be charged and fined $50.00 for violation of the law. If the child's parent or legal guardian is present in the car but not driving, the parent or legal guardian is responsible for making sure that the child is properly transported and may be fined for non-compliance.
  • Police officers observing violations of this law are permitted to stop drivers and take enforcement action. PLEASE PROPERLY RESTRAIN CHILDREN

What IS picked up for the regular monthly fee?

  • Bagged household trash that is placed in the city trash container.
  • An occasional overflow of bagged household trash, such as excess from Christmas.
  • Up to two times per year, per house, bulk items, such as a piece of furniture or other large household item that would otherwise not fit into the container. There is a limit, so plan ahead. The total annual bulk limit is 3 cubic yards, or about a medium size pick-up truck load, level with the fenders. Exceeding that limit may result in additional charges or the materials may not be picked up. Depending upon the availability of recycling vendors, white goods (metal appliances) and large metal objects may not be charged against the annual house limit.

The bulk item pick up is designed to help with the disposal of an old TV, chair, that old freezer that stopped working, large toys, or other large items. It is not an invitation to place multiple pieces of furniture at the road or to clean out years of debris from your home and property.

The bulk collection truck is scheduled to be in each area of the city on a monthly basis. However, unusually high volume, equipment service requirements, storm events and other circumstances can cause delays. There can be delay of several weeks. We recommend that you call city hall before placing the items at the road. If a delay is anticipated, you will be advised of the best time to place the work order.

  • Excess trash from cleaning out garages, attics, basements, yards, rental move-out units, etc. is NOT included. This material is not considered bulk item pick up! Much of this material can be bagged and placed in the container throughout the year. Collecting it at one time and piling it at the road for hand pickup is simply cost prohibitive. Trash brought from another location is not permitted.
  • Carpet, construction materials, tires, batteries, car parts, materials generated by a home occupation or business activity, etc. are not included in the monthly service. During the early stages of the program, we tried to include the limited collection of some of these materials. Unfortunately, misunderstandings over what materials would be collected and abuse of the program was leading to higher costs for everyone.
  • Tree limbs and yard debris. Tree chipper/removal service is provided to Millersville residents for the purpose of removing tree limbs from your yard that have blown down in a storm or from minor tree and shrub trimming.  Note: The service is not intended for the removal of limbs and trunks resulting from major pruning of trees and the city will not chip or remove debris cut by landscaping crews.  Tree, yard debris and stump removal businesses are available for major needs.  In fairness to all taxpayers, the city may limit the amount of chipping/removal at a residence, regardless of who cut the limbs.  Removal of fallen trees may be covered under your homeowner’s insurance policy.

What is NEVER to be placed in the trash container?

  • Dead animals, body wastes, hot ashes, rocks, construction materials, oil, gasoline, paint, corrosives, batteries, infectious and other hazardous materials.

Route Schedule

The City has contracted with Waste Industries for the collection of household trash.

You should have received a telephone call and/or a post card with the collection schedule for your home. It is recommended that you put your trash out the night before your pick-up day. Please call City Hall at 615-859-0880 if you did not received notification or if you have any questions.

Site Plan Review

All Planning Commission requests are reviewed prior to the actual Planning Commission meeting. This review is informal and takes place in the Commission Chambers at City Hall. All applicants are asked to have a representative present for this review.

Amphitheater

Millersville Amphitheater

The Millersville Amphitheater offers expansive lawn seating for over 3,000 guests and a stage measuring approximately 42 feet by 20 feet. With dedicated power panels for sound and lighting, the venue is well-equipped to host concerts, festivals, and other large-scale events.

The amphitheater is now open for rentals and available for private events such as weddings, performances, ceremonies, and corporate functions. In addition, the community plans to host a variety of public events at the amphitheater in the near future, including outdoor movies, concerts, and seasonal celebrations coordinated through Millersville Parks and Recreation.

What is picked up for the regular monthly fee?

Tree limbs and yard debris. Although considered part of the overall solid waste program, the collection of yard material is generally picked up by the street department through the brush service and is not funded by the solid waste monthly fee. Note: The city does not remove commercially trimmed trees. Be sure that the tree service removes them.

What is NEVER to be placed in the trash container?

What can I do with items not included in the regular service?

Reduce the volume of trash so it will fit into the container. Crush cereal boxes and other trash to reduce the need for a second container and reduce overflow occasions,

Plan ahead when buying or making repairs, For little or no cost most installers and vendors haul away old carpet, appliances, furniture and construction materials.

Recycling There is a recycling center at 630 Myatt Drive in Madison. Their phone number is: 860-3531. Bay Metals, on Slaters Creed Road in Millersville, takes aluminum and other metals. Their number is: 859-6970. The City will pick up most large metal items if they are separated from other trash. Separated metals may not count as a bulk item pick up.

Clean Up Days Once or twice a year the county and city have dumpsters available to bring excess trash at no cost to the resident.

For an additional charge the City may remove excess and bulk materials. The charge is based on type and amount of material as well as projected labor, transport and disposal costs. If you are interested in this service, contact the Solid Waste Department and request a quote. The City will inspect the items and provide a cost quote for your consideration and authorization. Do not place the materials at the road until directed to do so, following your authorization and payment for the service.

Paint Cans - Removing the lid, absorbing the remaining paint with “kitty litter” and allowing paint to dry can make paint cans disposable.

Car and lawnmower batteries may be recycled at many battery retailers, Oil and auto fluids may be accepted by auto repair shops.

A property code violation may result from trash that is not part of the regular service, or an authorized bulk pickup.

Most bulk material can be taken to the landfill for a small fee.

Q. Why do I need a permit?
A. In the interest of your health, safety, and welfare, permits allow the enforcement of codes which have been adopted by law by the State or City through plan review and inspections of your project. If the construction or remodeling in your home or business does not comply with code requirements, your investment and your health, safety, and welfare may be reduced. City of Millersville inspectors and plans examiners are trained and certified through a nationally recognized certification program for the duties they perform. Because of training and occupation, inspectors and plans examiners maintain current and specialized knowledge of code requirements, unlike any other profession.

Q. Why do I need to submit construction documents (drawings, calculations, specifications)?
A. Construction documents provide details of equipment and systems to be installed. Review of documents allows determination if code requirements will be met before construction begins. Modifications to documents requires less time and is less expensive than revisions to completed installations

Q. When am I required to hire a design professional (Architect, Professional Engineer or Structural Engineer)?
A. Detached single family dwellings and two family dwellings of wood frame construction not more than two stories plus a basement in height are not required to have construction documents prepared by a design professional. New construction (including additions) for all other types of structures are required by State law to have construction documents prepared, sealed, signed and dated by a Tennessee licensed design professional. Alterations and change of use/occupancy in other than 1 & 2 family dwelling projects that result in a life safety or structural change are required by State law to have construction documents prepared, sealed, signed and dated by a Tennessee licensed design professional.

Q. What type of work is exempt from a building permit?
A: Building permits are not required for:

  1. One-story detached accessory structures used as decks, tool storage sheds, playhouses and similar uses, provided the floor area does not exceed 120 square feet (11.15 m2) and is not supported by another structure.
  2. Oil derricks.
  3. Retaining walls that are not over 4 feet (1219 mm) in height measured from grade at the bottom to grade at the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids.
  4. Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons (18,925 L) and the ratio of height to diameter or width does not exceed 2:1.
  5. Sidewalks and patios not more than 30 inches (762 mm) above adjacent grade and not over any basement or story below and which are not part of an accessible route.
  6. Painting, papering, tiling, carpeting, cabinets, countertops and similar finish work.
  7. Temporary motion picture, television and theater stage sets and scenery.
  8. Prefabricated swimming pools accessory to a group R-3 occupancy that are less than 24 inches (610 mm) deep.
  9. Shade cloth structures constructed for nursery or agricultural purposes and not including service systems.
  10. Swings and other playground equipment.
  11. Awnings supported by an exterior wall and not extending into a City of Millersville right-of-way.
  12. Non-fixed Movable fixtures, cases, racks, counters, and partitions not over 5 feet 9 inches (1733 mm) in height.
  13. Replacement of doors or windows provided the size is not changed and a fire rating is not required.
  14. Repair or replacement of interior or exterior wall and ceiling coverings provided: (a.) not more than 50% of coverings in a room is removed, (b.) coverings are not part of a fire rated assembly, (c.) structural elements in a hazardous condition are not exposed.

Q. What happens if I do not obtain a permit?
A. If the construction or remodeling of your home or business does not comply with code requirements, your investment and your health, safety, and welfare may be reduced. Work started without a permit is also subject to a fine that is substantially larger than the cost of a permit.

Q. Can a homeowner install plumbing work in their home?
A. Yes, if they reside in the single family dwelling, otherwise the work must be performed by a licensed plumbing contractor.

Q. What type of work is exempt from a plumbing permit?
A. Permits are not required for:

  1. The stopping of leaks in drains, water, soil, waste or vent pipe; provided, however, that it does not require the resizing or rearrangement of any defective trap or pipe.
  2. The clearing of stoppages, removal of fixtures or the repairing of leaks in pipes, valves or fixtures, provided such repairs do not involve or require the resizing or rearrangement of valves, pipes or fixtures.
  3. The repair or replacement of fixtures, water softeners or water purifiers in the same location, provided that it does not require the resizing or rearrangement of any trap or piping.
  4. Repair or replacement of interior or exterior wall and ceiling coverings provided: a. plumbing systems in a hazardous condition are not exposed, or b. plumbing systems are not being resized, rearranged or extended.

Q. Can a homeowner install mechanical work in their home?
A. Yes, if they reside in the single family dwelling, otherwise the work must be performed by a licensed mechanical contractor.

Q. What type of work is exempt from a mechanical permit?
A. Permits are not required for:

  1. Portable heating appliances.
  2. Portable ventilation appliances.
  3. Portable cooling units.
  4. Steam, hot- or chilled-water piping within any heating or cooling equipment regulated by this code.
  5. Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.
  6. Portable evaporative cooler.
  7. Self-contained refrigeration systems package-type equipment containing 10 pounds (4.54 kg) or less of refrigerant or that are actuated by motors of 1 horsepower (764W) or less in which all components of the refrigeration system are located within a single enclosure without the requirement for on-site assembly or piping of any kind whatsoever.
  8. Portable fuel cell appliances that are connected to a fixed piping system and are not interconnected to a power grid.
  9. Self-contained portable refrigeration appliances.
  10. Repair or replacement of interior or exterior wall and ceiling coverings provided:a. Mechanical systems in a hazardous condition are not exposed, or; b. Mechanical systems are not being resized, rearranged or extended.

Q. Can a homeowner install electrical work in their home?
A. Yes, if they reside in the single family dwelling, otherwise, work must be performed by a licensed electrician.

Q. What type of work is exempt from an electrical permit?
Electrical permits are not required for: Minor repair work, including:

      Temporary cord and plug lighting, provided they are not within a tent requiring a permit.
  1. Replacement of plug and switch receptacles, light fixtures or ceiling fans weighing less than 35 lbs. provided wiring and the junction box is not altered.
  2. Repair or replacement of branch circuit over-current devices.
  3. Temporary wiring for experimental purposes in suitable experimental testing laboratories.
  4. Wiring, devices, appliances, apparatus or equipment operating at less than 25v and 50w.
  5. Low voltage wiring and systems not associated with fire alarm or other life safety systems.
  6. Repair or replacement of interior or exterior wall and ceiling coverings provided:
    1. not more than 50% of coverings in a room is removed,
    2. framing is not exposed to the extent where smoke alarms are required to be wired to the building’s electrical system and be interconnected by section 907.2.10,
    3. electrical wiring in a hazardous condition is not exposed and the minimum standards for receptacles, light switches and light fixtures established in sections 604 and 605 of the International Property Maintenance Code as amended have been met,
    4. electrical systems are not being resized, rearranged or extended.

Q. Can I file a complaint about repairs that my landlord will not respond to?
A. Yes, we do ask that you allow the landlord a reasonable amount of time to respond before we step in to investigate the needed repair.

Q. Can a complaint be filed about deteriorated houses and/or buildings?
A. Yes. Call the City of Millersville at 615-859-0880.

Q. Is my complaint confidential?
A. Yes. All complaints are confidential. We never give any information as to who the complainant was. We may ask for your contact information in case we need further information, but that information is only used by the staff of Code Enforcement and the complaint will still be handled if you choose not to disclose that information.

Q. What happens after I file a complaint?
A. An inspector examines the complaint and reviews the property in question. Once this has happened only the owner of record for the property can be given any further information regarding any violations.

Q. What can be done about abandoned/vacant houses with broken windows or doors?
A. A complaint can be filed by calling the City of Millersville at 615-859-0880 If someone is inside of an abandoned/vacant house, call the Police Department at 615-859-2758. (non-emergency).
