How did the City develop its Stormwater Utility Program?

The City of Millersville evaluated the current stormwater system in place to determine improvements and any additional infrastructure needed to adequately manage the runoff associated with stormwater within the next 10 years.

Staff of the Finance Department analyzed the estimate costs within a multiple year financial model and determined it would not be feasible to adequately maintain the stormwater system without a substantial increase in the property tax rate.

The City then contracted with an independent organization specializing in the research and implementation of stormwater utilities nationwide to analyze data relating to the imperviousness of property within the City. Based on the information, a fee structure was developed based on property classification.
